Is there any way to get the full 20Mhz bandwidth on receive using a Pluto

Not with SDRC or anything else I know of. It speaks USB2. That won't go that wide.

Pluto itself only delivers a max. of 6MHz without packet loss.

I am using the ethernet port, how can I test what bandwidth this supports?

If the Pluto is sending I/Q data as two unpacked 16 bit samples then each sample is four 8 bit bytes, or 32 bits. Thus 1 G ethernet might allow as much as 30 msps. BUT, the older Pluto I have uses a USB to Ethernet adapter. That limits you to USB 2 speed. That has a very sketchy capability for 10 msps based on the interface alone. A USB 2 to 100 Base-T network adapter will give you a sketchy 3 msps.
Pluto itself - probably limits you to 6 Msps. The above are limits set by the medium without regard to the Pluto directly.
