cant scroll map with new version

I used to be able to click and drag the map to reposition it, but with the v1.3.9, I cannot......
Just add one "click" of + zoom and then it is draggable. As far as I recall it's never been click-draggable without just one click of zoom applied. At least that's how it's always been for me anyway.
