can someone please help? sdr console finds rtl dongle but i have no signal,
in the select radio box under option it says tuner : unknown,
on the pc in the house everything works fine and under option in the select radio it says tuner: rafael micro r828d
i'm using version 3.2

Update to v3.3 of SDRC then try again. Much has changed since 3.2. No point in using a heavily outdated version, indeed RTL-SDR V4 will not work with it. Try this then report back to see if same issue:

Genuine RTL dongle should show as an RTL dongle in the radio list. Did you install Zadig as per the installation procedure on the RTL-SDR website? What make is the RTL-Dongle? If it's an RTL-SDR BLog V4 for example, you will need the upgrade to 3.3 as I mentioned because this comes with the driver for the V4 whereas 3.2 does not have it or support the V4 and results in exactly the symptoms you describe. However, as per above, install 3.3 anyway. you can do this without the need to uninstall 3.2 first and settings should all be preserved.

hi max and thanks for reply. ya the rtl is a v4 blog, sdr radio not letting me download v3.3 atm, will try again later and let you know how i got on thanks again

In that case 3.3 will definitely solve your problem. But 3.3 worth downloading anyway for a whole host of other reasons too even with other radios.

Just tested Microsoft and Dropbox download methods and both working for me so hopefully fixed now for you too.
