external radio offset??

a friend of mine use sdr console and ic-9700 as external radio with 70cm
the offset on external radio iss 10057
rx works perfectly, but if he send on 432.700 he hear himselv on websdr on 10489.700.but never see his signal at waterfall at 10489.700
all other signals on waterfall can see
anyone an idea what iss wrong?
