If it helps others I ended up going with a NVIDIA T600 4 GB GDDR6 low profile card - probably not as good as a GTX 1650 but much better than my GT 1030.
It's working great with SDR Console and fits my HP Prodesk 400 G3 SFF

Thanks for the reply Simon - unfortunately all of those NUC's are out of my price range.
I did spot some gaming laptops that have the GTX 1650, but would prefer a PC with the smallest possible case.
Will stick with my HP Prodesk 400 G3 SFF with the 1030 GPU until I can find something else..

I found a Chrome Plugin called AudioPick, which appeared to be the solution I needed. In each Chrome tab it allowed you to choose whatever audio output you wanted. But.. when I tried to route the audio from http://websdr.ewi.utwente.nl:8901/ to VAC 1 it didn't work (even though VAC 1 was selectable...
