You don't need all that. You just connect HRD to SDR Console via the CAT control option under tools. You use the SDR-Radio option in HRD connection. You are trying to start RTL-SDR as if it was a SDRPlay device, something that wont work.
Not quite sure how you got to that point.

I had to make a forum account just to tell you that your software doesn't work... at all. I have no idea what my frequency is, even though I can change it. I can't decimate. There's no way to change from LSB (which is apparently the default?) to anything else. I'm right on top of a signal that work...

I have to say that I can't reproduce the filter issue.
Using same device and settings it all works as expected.
Same goes for the Noise Reduction presets.
SDRC AGC isn't available in FM modes, so that wouldn't work anyway.

I didn't realise SDR console switched the PA off. In that case you are right some thing within SDR Console is changing the behaviour of the sliders.
Do we know exactly how the PA is disabled?
