Dithering is an ADC capability and no programm function! Hermes LTC2208 provides a physical control pin for dithering.

Of course you can use the benefits of Dither and/or Random, when using the standard software PowerSDR mRX or Thetis. HERMES firmware includes the control bits. No wonder, that's a typical 'Trump effect', but I can promise you that the step button is still present, hi. Disconnect dongle and start PC and SDRC again. If no success reinstall SDRC again.
