Windows has a new apparently not often used interface that is their answer to ASIO. ASIO is also limited by your sound card or equivalent. They all have a minimum buffer size. Slow speed CW is not all that difficult with general purpose PC input ports. This may be REALLY slow speed, mind you. The basic problem is that PCs have large latency issues on IO. Did you just update the AirSpy HF+? This might be a new feature of the update? That doesn't seem likely; but, I am willing to bet it's a bug. On an HF tool the preamp is usually not needed, especially with big antennas. So that may be why nobody has run across this before?

That would be an OmniRig issue. It MAY be that it has not been told to send a code to change the data rate or your radio is set to a default low rate. It may be a quirk of OmniRig.
