Can SDR Console exchange CAT information through UDP or TCP?
No, it can't.
Lot of people (including me) use Com0Com virtual serial ports, it is very stable.
can Console send the TX frequency through CAT?

UTC isn't very logical as AOS and LOS (and so the Schedules) are not depending on UTC but to your local time.
