My suggestion is that this is either background noise or more likely AGC, if AGC then you have some strong signals which are 'pumping' the AGC?

Sure, when doing standard installation, it is not a problem to confirm the vcredist installation. However, when doing automatic deployments or using tools like WinGet / Chocolatey, the installer needs to respect the silent installation switches otherwise the installation cannot continue. * What is the frequency you are tuned to?
* What is the Converter definition? I expect this should be an Upconverter?
