I was confused there, just looked at my Pluto, it is USB2.
But all comments valid and have you tried external power?

The problem solve. There were two wrongs, 1] the cable, 2] antivirus protection.

Summary. We install the drivers Windows USB drivers for PlutoSDR and M2k (Windows 32-bit / 64-bit) and check settings-Apps if it is there, if not, turn off the antivirus and reinstall the drivers.

It is critical to use the device cable.
