Airspy HF+ discovery +NR2 audio defects

This bug is only present when noise reduction codec 2 is selected.
200hz audio tone overlays AM demodulation and is audible continually.
Tone also initially present on stronger SAM signals but quickly vanishes.
Also present on Wide-L, WIDE-U, ECSS-L, ECSS-U-, W-FM
but not present on USB or LSB.
Tone is noticeable with or without AGC but much stronger with.
The note that it does not work well with AM modes is justified but I didn't have this problem on other receivers.

The OBS project now has a fully matured RNN based noise reduction method and I don't know why it works better than the one in SDR-Radio.

The RNNoise.dll in sdr-radio is 450kb, the OBS-RNN dll is 1.04mb
