RSPduo+SDR-Radio / endless toggling of transmit

I'm trying to get SRD-Radio running with an RSPduo. The installation mostly went OK, with the exception of the following problems:
(1) SDR-Radio V3.1, 64bit, 2021-08-03_1111 wants SDRPlay 3.06 API and not the current version 3.08

I downloaded the correct version (3.06) and rebuilt.
(2) Some unhappiness with OmniRig 1.20

Discussions at various places on the Internet suggested that there's an issue with OmniRig 1.20 so I installed OmniRig 1.19 next as an experiment and rebuilt yet again. This appeared to cure the OmniRig-based problem.
(3) SDR-Console comes up but when I start it, my TS590s (the transceiver which is the external radio) toggles in and out of transmit endlessly.
I've had SDR-Radio working correctly before on this computer. I've dismantled all the interface switching between the RSPduo and the TS590s to simplify the system. Only the USB interfaces to the TS590s and the RSPduo are running.
Using SDR-Radio Version 3.1, 64-bit, beta version, doesn't resolve the problem.
So, I'd like some suggestions as to what to try next.
