Um, visit your local properties setting page and change the time quantum for the smallest area around your location to 1 minute? At least that's the smartass answer.
If you mean for SDR Console, it appears there is no such option.
If you really did intend for the world map it appears it, too, is stuck with seconds on.
You can beg Simon for the option. It should not be very difficult to add.
Looking for this information disclosed a complaint for WorldMap, though. I'll complain in the right place.
