In the Network Tab of the Server manager, did you click on Refresh Windows Firewall for port 50101?
Do you see a green checkmark on the bottom saying On Air Status is OK?
See attachment.

Also check out this pdf, starting at page 17:
https://sdr-radio.groups.io/g/main/files/Version3ServerHelpFiles/SDRConsoleV3-ServerGuide2.pdf

Did you make a radio definition for the RSP1A as well as a account for yourself and/or a guest account? The guest account has to have the EXACT username and password in the Accounts Tab and the Default Server Account in the ON Air tab. Keep the password simple, since the guest account info is exchanged automatically, it really doesn't have to be complicated. I'm still using the username/passwords from SDRC v1.5 ! ! !

FWIW, srtb.msn.com seems to be a front door for Microsoft's Azure services.
