SDRC & Windows 11 Copilot Key

I got a new laptop that runs Windows 11. However, the key that was the right Ctrl key is now the "CoPilot" key. I find this very annoying. I want the Ctrl key back.

The result of Googling on this issue results in the suggestion of installing Microsoft "PowerToys" and remapping the key. This solution works fine except for SDRC (i.e. hitting Ctrl to bring up the Frequency dialogue box).

Anyone have any idea of why this would be or perhaps some alternate mapping instructions that would work?

Presently, the mapping instructions of the Keyboard Manager in PowerToys is "Win (left) Shift (left), F23 to Ctrl (Right) All Apps".

I should add that I have no idea what the above instructions syntax means or doesn't mean. This is what was suggested for remapping the CoPilot key to Ctrl in PowerToys and so I just did it without understanding it and it worked fine elsewhere in Windows except for SDRC.
